The revenues of the Sakhalin 2 LNG project in Russia may double in 2023
The Sakhalin-2 LNG project is Russia’s golden egg, with huge revenues expected from Asian buyers.
The project could generate twice as much revenue in 2023, compared to the revenue generated before the conflict in Ukraine.
The rise in prices and the renewal of long-term deals with Asian companies may result in revenues ranging between 3.8 and 4.5 billion US dollars for project shareholders during the current year (2023), according to what was monitored by the specialized energy platform, quoting Reuters.
It is expected that Gazprom – the largest shareholder in the project – will benefit from this increase, at a time when Russia is intensifying military expenditures, almost a year after sending its forces to Ukraine.
Moscow benefited by allocating an emergency fund, boosting domestic borrowing, and considering raising taxes.
The role of Asian buyers
Shell had announced its withdrawal from the Sakhalin 2 LNG project, along with many Western companies that had announced their exit from Russia after it launched a war on Ukraine.
Renewed deals with Asian buyers could secure LNG demand from the project by 6.5 million tons per year, according to LNG importers Gignel Group data and Reuters calculations.
This guarantees revenues of between $3.8 and $4.5 billion in 2023, according to Masanori Odaka, senior analyst in the gas and liquefied gas team at Rystad Energy.
Alexey Kokin, a senior analyst at the Russian financial brokerage company “Otkritie”, believes that the project may achieve gains of about $7.45 billion during the current year (2023) if production expectations are maintained and 4.9 million tons of liquefied gas are sold in the spot market.
A jump in gas prices
According to previous statements by officials, the production of the Sakhalin-2 LNG project is expected to reach about 11.4 million tons in 2022, but the final data has not yet been announced.
In 2021, the project’s total revenue reached $5.7 billion, and a net profit of $2 billion.
However, LNG prices in the Asian spot market jumped by 42% in 2022 to an average of $38.80 per million British thermal units.
Senior analyst in Rystad Energy’s gas and LNG team, Masanori Odaka, believes that marketing additional volumes will be difficult as long-term deals are outpaced by spot prices in Asia.
Refinitiv Eikon data showed that China’s imports from the Sakhalin 2 LNG project more than doubled in 2022 to 33 shipments.
It is not yet clear what happened to the approximately 2.75 million tons of liquefied gas that the Taiwanese company, CBC, acquired annually, with the end of its contract in 2022.
Taiwan joined Western sanctions against Russia after its invasion of Ukraine, and it was among the list of unfriendly countries announced by the Russian government in March (2022), along with the United States, Canada, European countries, and others.
Taiwan stopped importing Russian oil in 2016 and has worked to diversify sources of crude from 14 countries, in addition to coal.
Russia was the third largest exporter of liquefied natural gas to Taiwan, as it exported approximately 1.89 million tons of liquefied gas in 2021, which constituted 9.7% of its total imports of liquefied gas amounting to 19.44 million tons.
new entity
After Shell’s departure, the Kremlin created a new entity to operate the Sakhalin-2 LNG project, one of the largest LNG projects in the world.
Mitsui and Mitsubishi Corp. applied to retain their shares in the project, and they own 22.5% of the shares, in addition to Gazprom, which owns a 50% stake.
While Sakhalin Energy, which runs the project, controls Shell’s 27.5% stake, Russia has yet to appoint a new shareholder to replace the Anglo-Dutch company.
Last week, Osaka Gas became the latest Japanese company to renew its deal to buy 200,000 tons of LNG per year from the project.
A spokesman for the South Korean “Kogas” company said that the company continues to purchase liquefied natural gas under a 10-year contract.
While some Japanese companies renewed their deals, such as Hiroshima Gas, Jira, Kyushu Electric, Saibo Gas, Toho Gas, Tohoku Electric, and Tokyo Gas.
These companies declined to disclose details of the recent agreements, but said that the terms had changed little or remained the same.
